Import buildings in and around Pittsburgh, PA. Merge existing buildings with imported buildings if the imported one is more accurate.

This task requires JOSM to add the import data layer.
Under Extra Instructions, click the here link to load the import data. Run validator on the building layer and fix any errors or warnings. The buildings have a small offset, so select all (Ctrl+A) and drag them until they line up accurately with Bing imagery.
Next, copy the data to the OSM layer: Make the building layer active and select all (Ctrl+A). Then copy (Ctrl+C). Switch to the OSM data layer and paste at source position (Ctrl+Alt+V).
Finally, clean up the data: Run validator and fix any issues caused by the import. If the new buildings overlap with existing buildings, conflate manually (If the imported version is better, use replace geometry (Ctrl+Shift+G) to replace the OSM way with it. If the OSM version is better, delete the import version.) Err towards not harming existing OSM data. If you import any storage tanks, remove the building=* tag and add man_made=storage_tank instead. Spot-check the import data for sanity. For example, if some imported buildings are very different from satellite imagery, consider deleting them.
To validate: Inspect the data for errors and run validator. If nothing needs to be fixed or you fixed all the issues, validate the task. If there are still problems, invalidate it.
